International students with Romanian origins are those citizens who do not have a Romanian ID, but identify with the Romanian culture. They may come from: Serbia, Albania, North Macedonia, Ukraine, Republic of Moldova, Bulgaria, Croatia, Greece, Israel, Hungary or the diaspora.
According to the Methodology for admission of the international students with Romanian origins at the higher education level for the academic year 2017-2018, these citizens participate in the admission process on places subsidized by the Romanian state. The scholarships from the Ministry of Education and research from Romania are divided in two categories:

Language of study:
In order to promote Romanian language and culture, the Ministry of Education and Research has decided that the beneficiaries of the special allocated places should study only in the Romanian language. To study in a foreign language, candidates can apply directly at UPT but they have to pay the tuition fee, under the same financial circumstances as Romanian citizens. If the candidate does not know the Romanian language, he/she must attend Preparatory Year for learning the Romanian language. (Annex 1 – preparatory year)

Admission to the master study cycle is based on a competition, according to a procedure established by the faculties, which is finalized with a synthetic appreciation grade. The final results of the competition are expressed by a weighted average, called the admission average, calculated as follows:
Ma = (2.5 X Md + 2 X Ni + k)/5
where:
Ma - final admission average
Md - average of the diploma / bachelor exam
Ni - synthetic appreciation grade; can be given by: knowledge verification, interview performance, assessment sheet, etc. At the request of the students, the faculties can take the decision to equate synthetic appreciation grade with the multiannual average (only for the graduates of bachelor fields which are the same as the desired master degree)
k - coefficient with the value between 0 and 5, established according to the bachelor field completed by the candidate (Coefficient value k).

NEWS
22.10.2020. The General Inspectorate for Immigration has initiated an online information campaign for international students who want to carry out lucrative activities and their employers regarding the conditions under which they can hire / delegate (second) foreign nationals on the Romanian territory. The campaign aims to increase the degree of information on the opportunities offered in this sector and awareness of the risks to which they are exposed in case of non-compliance with legal provisions. The informative materials are available in both Romanian and English. The normative framework and the conditions in which foreign citizens from third countries can carry out lucrative activities on the territory of the Romanian state are established by O.G. no. 25/2014 regarding the employment and secondment of foreigners on the territory of Romania, respectively by O.U.G. no. 194/2002 on the regime of foreigners in Romania, republished, with subsequent amendments and completions.
